How to let my dog pee outside at night? the fireworks keep scaring her?

i want her to pee outside but she keeps wanting to run back home bcause shes scared. and my annoying neighbors keep banging on their window to scare her. (they're like peeking out of their window) ugh they're so annoying. should i take a walk around the neighborhood? or should i set like a pee pad somewhere?
