Why do Presidents never get credit for averting catastrophe?

Clinton - saved us from Y2K. Obama - saved us from swine flu. But they never get credit since catastrophe was avoided. Yet Bush allowed 9/11 to happen and is seen as a hero for standing on some wreckage and shouting into a bullhorn about how we would get revenge
