Why doesn't Princess Peach have any sort of secret service?

To start with, she's royalty, and therefore should have bodyguards ANYWAY, even if she hasn't been kidnapped by the same dude repeatedly over a period of several years. Come to think of it, why does a kingdom that is constantly under attack by its neighbor have NO MILITARY WHATSOEVER? Hell, you could just set up some anti-air Bullet Bill launchers around the castle, since Bowser always attacks in some sort of aircraft. Flying ship fall down go boom. Crisis averted. Or they could beat Bowser at his own game and put the princess in another castle, or better yet, an underground bunker. It's really not that complicated.
