What is it so much people that is riding the system on welfare or ssi or some kind of disability?

and can work,there are people that needs it but I am talking 25years old and they have children themselves we are taking care of those children and these deadbeats, if the book were to be rewritten on who qualify for assistance it will free up money and people that wants to work and provide for themselves there will be jobs and money for education and our big-shots are fighting over a shutdown that they have averted here lately
